Bruce County Staff Report to Council: Homelessness Response and System Pressures

This report provides Council with an update on increasing pressures within Bruce County’s homelessness response system, including unprecedented growth in demand for emergency housing and associated expenditures, longer stays in temporary accommodations and a growth in the number of clients with high complex needs. These pressures are occurring despite ongoing prevention, diversion, outreach, partner coordination, landlord engagement, and housing stabilization work intended to reduce reliance on emergency housing. While emergency housing continues to prevent unsheltered homelessness, prolonged stays are increasingly common due to limited affordable and supportive housing options. Through 2026 the program has been functioning beyond its intended crisis-response role.
